Only certain pokemon are breedable and those ones are found during the storyline or from quests. Most of the time you'll get into battles with them and they'll be uncatchable so you'll have to defeat them. After the fight you'll drag them back to your house's basement where the "training" will begin.

You'll have to purchase a whip, paddle, or crop from the mudkip merchant in your bedroom as well as some pokefood and then begin wearing them down with daily training sessions as their stamina allows, with the pokefood increasing their daily stamina, with them evolving and possibly demanding rematches sprinkled throughout. Once their resistance hits zero they become breedable.

alright i'm trying to get some quest to activate but they aren't (as in I'm not getting the event to proc)
the quest i'm trying to get is.

UwU to the OwO

Trinitarian Rhapsody
VS the Pandemonic Planet

The Known Unknown
VS the Masquerading Champion

my guess is that they were remove because of a rework or something

How to unlock the lopunny and meowscarada scenes?
Idunno about Lopunny, but after the first gym town, you go through a forest. At the end of that forest you can pick three different pokemon. One of them is Sprigatito. Evolve Sprigatito into Meowscarada for it's scene. You, however, lose access to the other two pokemon's scenes.

Any word from the Discord on the eta for the next hotfix or update is? The hybrid mismagius, whimsicott, and weaville are kinda borked. Hybrid whimsicott is missing its rear facing art, weaville is missing its sprite, and mismagius is missing everything.

Is there even a special lopunny for you to tame yet? I don't remember hearing about that one.

I already had sprigatito evolved in meowscarada, but I didn't receive any scenes.

There are some images in the game folders, but I guess there aren't implemented yet.

ok but i can't get my Vaporeon or dragonair to give me an egg no matter how many times i try to breed them on risky days and when the game asks me if i want to do family time and select a hybrid it just goes to a black screen then i'm back in the house

Dragonair doesn't produce eggs yet so you won't have any luck there. Vaporeon should. I've got an army of eevee children in my game. They produce eggs the day after breeding them on unsafe days and you need to have an empty slot on your team. You choose the egg option on the menu that pops up when talking to them.

Family time is its own thing that has limited functionality atm. Only works with your hybrid children and even then only a few of them.
