Most likely 1 of 2 things:
1. Make sure you use winzip's option of unfolding the zipped file with Japanese language via the options menu.
This will fix most of the filename corruptions.

2. make sure you start the game in Japanese localization that can either be done by setting your computer to run as if you lived in japan or you can download a module that "emulates" this part to run the game.

If I remember correctly its not having done no: 2 that produces this error.
