Just downloaded this one with all the patches. Games runs great so far and the animations are nice. I was hesitant based on the mediocre recent reviews but this game is great. Much better than what I’ve been seeing released recently. Will post a review at the end of my play through

You have to use those notebook tables. There is one in the Deputy Room and one in front of the normal barracks right next to the Deputy Room.

No. its still there for the most part. There's a whole section of the game world where you can "interact" with them. You can also put them in the jail and even send them to that other place mentioned for an in game cash reward, with it even more profitable if you catch an escapee from there.

There is an option to not interact with this content at all as well and you can even turn off their appearances altogether in the options menu if you dont want them to show up at all.

im not aware of how Steam curates these releases. They always seem rather wishy washy in terms of what they allow on there. If i had to guess though, its probably because that stuff plays such a small role to the point where it can be entierly ignored or even turned off in the settings that it gets some more leeway

They are endgame content. You have to reach top rank, ask for gossip and then find an invitation.

Alternatively, I think you can skip some of the unlocking steps:
Go to recollections -> interact with crystal -> Unlock

You can talk to the artist and commission him/her to do it.
