The oldest I heard about date from 1532, and contain, among other recipe, one to remove hairs from anywhere on the body, with the following description in the book putting enough emphasis on the "anywhere" part to clearly hint that it include pubic hairs while not names them in order to not offend readers' modesty. From memory, the wording was "including the most hidden ones".
So, while it obviously vary depending on the time and culture, like I already said, and also depending on the individual (but not in regard of their social class), bush removal wasn't something necessarily absent from all historical periods.
