I haven't played in a while so I can't remember the order in which you have to talk to people. Just talk to everyone.
To reach the shrine you have to take this "secret path"
Then use the dragon here
If you've talked to the right people, like the carpenters in the house at the north of the bridge, the constable should be waiting in front of the shrine and let you progress to be able to catch the corrupt guys.
Afterwards cut this tree
to access the back of the building that'd let you reach the corrupt merchant

About the lust, if you've done all of the losing events and you aren't a virgin you should be able to get it higher. If everything fails... try buying the item in the recollection room talking to the npc next to the one that lets you pay to level up your party.

There are some endgame scenes that the game says are random. Do I just need to go in and out of the building or location, or is actually based on the day of the week like that lady that gives rewards in Nanba?

The random ones just require you going in and out the area until the character appears that you need. You need to approach and talk to the characters in the hot spring random events. I cheated for the pink photos using god mode 9 to avoidthe fishing so I am not sure about actual location. Usually it is from cats.
From the cats?? I think I fed all of them to the max, maybe missed one or 2 and they all gave fruits or shit like that.
Game tells me that if I use stat upgrade items on the monsters and then they evolve, they lose the stat upgrades.
So, TIL that they evolve.
Now, the question is... which, when, and how? I abused some mechanics to get a level 40+ cat girl, and then leveled her one time in combat, but no evolution.

Evolution is done in the holy capital city of johto. The guy who tracks the kirin house. Ghost gym city when thinking of gen 2.

For anyone else reading this to figure out how that shit works, that's the city after the one with the mall/multi-level shop. Starting yokai can evolve at level 20. Others at level 30. One evolution each (I think).
Need some money and, like, 20 colored crystals of the appropriate type.
Multi-level shop is where you first get access to stat ups. Probably save those for after the evolution.

Tbh I do not think it is brought up that much. It is not removable though. It was mostly to serve one of the major plot points.
